The screenshot appeared in inboxes of certain media organizations under the heading "From a disgruntled Rockstar employee". In none of the GTA games have there ever been a female protagonist (let alone a mace wielding one), but you never know what Rockstar's capable of. No official media or any sort of official announcement regarding the plot has been revealed. What we do have is some scanty details, which you could check out here.
