China has banned downloading of material off the net without the copyright holder's permission. The ban, to be implemented from July 1, is imposed on text, pictures, performances, videos and music. The regulation also seeks to restrict production, import and supply of devices that may breach technical protection of copyrighted material on the internet.
According to the Legal Affairs Office of the state council the law was proposed in order to balance the interests of copyright owners and internet service providers. The fine for breaching this law is to the tune of 100,000 Yuan ($12,500) and confiscation of equipment.
There is speculation that the law was passed due to pressure from the Business Software Alliance (BSA) and the Motion Picture Association of America (MPAA) who want to crack down on China's counterfeit products and want users to pay for copyrighted material. According to the BSA, 86 percent of all software used in China was pirated last year, and the MPA states that 95 percent of all films watched on optical media are pirated.
This comes as another blow to China which is already under many restrictions on the use of the internet.
